Housing provision of all tenures remains the biggest economic and social issue facing Ireland at the present time, and as a result, housing remains the biggest political issue on the government’s agenda. Whilst the Housing For All plan launched in September 2021 is both comprehensive and ambitious, it is a long term plan that will take many years to fully implement. Whilst progress is being made, particularly with regard to the delivery of more social, affordable and cost rental units, the market remains in an overall position of excess demand over supply for all accommodation types. As a result, the market is characterised by ever increasing rents, affordability concerns for buyers, especially first time buyers and a general lack of rental accommodation available on the market particularly for those on low incomes or in receipt of housing related benefit. There is also large number of small and medium-sized landlords leaving the rental market which must be addressed as a matter of urgency, and it is in this context that DNG believe more targeted short term measures are needed as part of Budget 2024.
